Job Description

POSITION SUMMARY

MassMutual's ETX Delivery Management & Migration Technology organization is seeking a highly motivated and experienced PMO Director to join our growing team. This role oversees the project management process, including governance, team leadership, tracking, monitoring, prioritization, communication, and quality controls. As a key figure in project management, the PMO Director will lead the analysis and implementation of PMO tools designed to plan, manage, and track the programs/projects within their oversight.

The PMO Director will develop the strategy for governing the project portfolio, which includes resource allocation and management of the individual project managers responsible for various initiatives. Monitoring project progress and the overall portfolio is also a critical responsibility, ensuring that all projects adhere to the organization's policies and standards.

The PMO Director will serve as a leader, providing coaching and mentoring to project managers and other professionals, sharing knowledge and best practices to enhance the overall effectiveness of the organization. This includes any necessary training. Our delivery management team is dedicated to executing projects efficiently and delivering results on time and within budget. The PMO Director will uphold the high standards we expect and represent best-in-class project management services to our business & technology stakeholders.

This role will involve directing, managing, and planning the delivery of programs/projects that support enhancements and business-as-usual production for platforms and systems. The PMO Director will contribute to financial and resource planning necessary to achieve departmental objectives, manage resources at both single and multi-department levels, and mentor less experienced managers. Additionally, they will coordinate technical studies and evaluations of business area needs with other managers in systems management and business areas.

Key responsibilities will also include selecting, managing, developing, coaching, and motivating team members, as well as coordinating planning, implementation, and documentation activities with client areas, staff, and other technical management. The ideal candidate must possess excellent communication skills and is a proven leader with success championing multiple project management methodologies including the core concepts and practices of Agile and Waterfall. This individual is facile in all facets of project delivery methodologies including team organization, project risk assessment, implementation, and reporting. It is critical to this role the individual can develop technology strategies and roadmaps aligned with business objectives to clearly understood business problems and identified benefits. This individual must also be willing to deeply collaborate with our business customers and other valuable business and technology stakeholders.  Also, a demonstrated ability to identify delivery efficiencies, technology improvement opportunities, cost efficiency opportunities and ways to improve customer’s experience is a must.

  • Establish PMO role, create center of excellence that aligns with project manager standards and guidelines, quality standards and company strategy.
  • Be a trusted partner to a business stakeholder(s) aligned to a specific domain.
  • Provides process improvement recommendations based on best practices and industry standards.
  • Demonstrates leadership and the ability to build a high performing team by operating inclusively and motivating their team around their vision to drive results.
  • Support development of and participate in standard governance forums, working groups, COEs/guilds to enable consistency in process and innovation.
  • Articulates vision and business value and impact of the work to the team, key partners, and stakeholders.
  • Adopts project management governance and standards to consistently drive results with deliverables across Product and Platform Technology
  • Clearly articulates roles and expectations to the team.
  • Implement efficiencies that meet or exceed the financial expectations established at project initiation.
  • Develop and govern program and portfolio management processes, uses of dashboards, templates, keeping aligned with policies and metrics.
  • Monitor projects, programs and portfolio to ensure compliance with project policies and standards as well as keeping to schedules, budgets and quality expectations.
  • Manage project, program and portfolio deliverables and tasks.
  • Coach and mentor team, share knowledge, and best practices.
  • Hire and manage PMO staff, including project, program and portfolio professionals, in line with project objectives.
  • Coordinate deliverables with project managers, et al., while supporting contractors and reporting structure
  • Oversee project managers of all projects to make sure delivery of their projects is on time and within budget as well as meeting quality standards.
  • Reports to organization leadership team on progress and performance of PMO
  • Ensures top talent is aligned to organizational strategic priorities.
  • Identify project, program and portfolio priorities, deal with challenges and communicate project risks and opportunities.
  • Establishes and ensures adherence to a department budget, providing project-level budget forecasts and manage in accordance with the established budget.
  • Assist with prioritization of incoming demand and strategic execution, as well as building compelling business cases for future efforts.
  • Works very closely aligned to our broader organizational Portfolio Management team.

The Minimum Qualifications

  • 8+ years of project management experience
  • 8+ years of experience acting as an advisor and partner in the development and definition of business strategies
  • 3+ years of management experience and creating an engaging work environment
  • Bachelor’s degree
  • Must be authorized to work in US without visa sponsorship now and in the future

The Ideal Qualifications

  • Proven track record of leading and delivering medium to large scale programs and projects.
  • Excellent presentation, influencing and reasoning skills including the ability to interface across all levels of the organization and communicate in a way that reinforces the value and impact of the work.
  • Experience managing business engagements, starting with building strong relationships with the various business leads and balancing a wide variety of competing and sometimes conflicting priorities.
  • Proven ability to promote ideas and proposals persuasively, shape stakeholders’ opinions, project a positive image, work through conflicts and negotiate win/win solutions.
  • Experience with multiple delivery models including waterfall, agile, Kanban, etc.
  • Familiarity with data and analytics processes including ETL, data governance, reporting, and data science.
  • Experience working with technology vendors and managing supplier relationships.
  • Experience with policy administration platforms at all stages of application and product development lifecycles
